  • The duties and authority of the Office of the Treasurer are primarily set out in Article Four, Section 22 of the Connecticut Constitution and in Title 3 of the Connecticut General Statutes. The Treasurer is responsible for the safe custody of the property and money belonging to the State. The Treasurer receives all monies belonging to the State, makes disbursements as directed by Statute, and manages, borrows, and invests all funds for the State. The Treasurer oversees an investment portfolio of pension assets and serves as principal fiduciary of all state trust funds as described in section 3-13c of the Connecticut General Statutes. The Treasurer is the custodian of the Second Injury Fund and operates the State’s unclaimed property program. The Treasurer serves as Trustee of the Connecticut Higher Education Trust established pursuant to section 3-22g of the Connecticut General Statutes.
