(a) For the purposes of this section, the term "commissioner" means the Commissioner of Consumer Protection, and the term "department" means the Department of Consumer Protection. (b) Where permitted by the commissioner, an application for any license, permit or registration issued by the department pursuant to the general statutes may be filed by electronic means. (c) In lieu of requiring a written signature on a license application, the department may allow the applicant to utilize a personal identification number provided by the department, or other unique personal electronic identifier acceptable to the department, on any application filed by electronic means. The electronic signature shall be included as part of the application at the time it is filed by the applicant. (d) The department shall instruct the applicant, as part of the licensing process, concerning the procedures by which to file an application by electronic means utilizing an electronic signature. (e) The signing of an application with a personal identification number, or other unique personal electronic identifier acceptable to the department, shall have the same legal effect and validity as a written signature executed by such person on a paper application that is filed with the department. |
